ECQ is Executive Core Qualifications – detailed, two-page narratives that must accompany federal job applications for Senior Executive Service (SES) jobs. These ECQ documents are strictly formatted, demanding essays that are judged by a panel of senior executives for SES job finalists. What is the ECQ?

Executive Core Qualifications were developed to describe five fundamental executive qualifications: Leading People; Leading Change; Building Coalitions; Results Driven; and Business Acumen. ECQs were designed to assess executive experience and potential–not technical expertise. ECQs measure whether an individual has the broad executive skills need to succeed in a variety of SES positions–not whether they are the most superior candidate for a particular position. Each ECQ must stand on its own and describe a challenge, context, action and result (CCAR), as well as combine 27 other competencies within the five ECQ statements. Most people find ECQs very  difficult to develop.

Leading Change This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.
